OESD 114 Workers' Compensation Trust (WCT)
Olympic Educational Service District 114 administers an unemployment and workers’ compensation self-insurance program for 15 school districts in Clallam, Jefferson, Kitsap and North Mason counties. Our goal is to provide excellent customer service as we work to lay the foundation toward building a cost saving, successful and effective safety culture for you, our member school districts.

Unemployment Cooperative
Effective January 1, 1978, school districts became responsible for financing the unemployment benefits for their eligible employees. To provide for group insurance and claims control, a cooperative was formed as a separate legal entity in accordance with RCW 39.34.030.  Olympic ESD 114 is responsible for administering the cooperative on behalf of the member districts.
A cooperative advisory board consisting of the superintendent or designee of each member district was created.  The purpose of the board is to monitor the performance of the cooperative agreement, ensure the cooperative is operated in accordance with the By-Laws, and provide advice on matters related to this agreement to Olympic ESD 114.  The Board approves the assessment rate.
The rate of assessment for each calendar year is based on the prior year's actual cost, by district, expressed as a percentage of taxable wages.  The cooperative has contracted with Thomas & Company to provide for claims management services.
