Special Services Department
The Special Services Department of Olympic ESD 114 supports the districts in the Olympic ESD region by providing a variety of services, some of which include:
- Technical assistance on regulations, program development, and instructional practice for children with special needs ages 3 to 22.
- High-quality professional development and training geared to the specific needs of regional staff who serve special needs children.
- Olympic ESD serves as a liaison between the Office of Superintendent of Public Instruction (OSPI) and school districts.
- Collaborates with other agencies that provide support services to special needs children.
- Networking opportunities are provided through regular meetings which include; Special Education Directors meetings, Early Childhood Special Education Coordinators meetings, Assistive Technology Interest Group (ATIG) meetings, and Transition Council meetings.Â
The ESD provides assistance to local districts with pre-planning for Consolidated Program Review and to districts that have completed their reviews.

Child Find
School districts in Kitsap, Clallam, and Jefferson County are looking to partner with the community to support children that have or are suspected of having diagnosed disabilities or are struggling to meet developmental milestones. Districts are also seeking to include migrant children and children that are experiencing homelessness.
If your family is living in a temporary situation, you may contact the district where you are currently staying for a screening.Â
Child Find programs are focused on identifying children 0-22 years old that may benefit from early intervention, special education services, or other educational accommodations.Â

Northwater
Located in Poulsbo, WA, Northwater is currently serving students 1st through 11th grade whose IEP teams have determined require more intensive academic, behavioral, and social- emotional supports.
Students in the Northwater program will participate in a comprehensive curriculum based on state standards combined with evidenced-based instruction, engaging technology, and academic accommodations. Social skills instruction is integrated throughout the day and provided to teach appropriate interpersonal communication skills, self-discipline, and problem-solving skills. Our therapeutic program provides comprehensive mental health services to promote mental wellness for all students and identifies and addresses problems before they escalate or become chronic.

Moving All to Success & Health (MASH)
Now more than ever, we need to consider how Washington schools support the needs of students with emotion and behavior challenges.
Moving All to Success & Health (MASH) is a support program developed by a collaborative of Educational Service Districts to provide training and coaching to school staff and families who are working with children with intensive behavioral needs
MASH provides virtual access to wrap-around support services for their school district staff, students, and families.
Each MASH team is led by a team of experts including a Behavior Specialist, Behavior Interventionist, Social Worker, and Case Manager. MASH teams focus on the success of each student at school, home and in everyday life. Personalized to the needs of each student, the family, and the school, the MASH team provides a wide variety of services including parent training, one-on-one student support, behavior plans and assessments, PFA/SBT coaching and implementation, staff behavioral training, IEP support, progress monitoring, and on-campus observations and coaching– all driven by behavioral data.

Based on intake, the MASH team will recommend a beginning package for each student. The student’s IEP team will ultimately decide which package the student will be enrolled in. Based on progress and implementation fidelity of the team, student placement will be reviewed minimally quarterly with the IEP and MASH teams.
Each phase of the program includes different support services and training for the IEP team, school staff, students and their family.
The investment with MASH will be individualized, based on the needs of the student, family, and district supports. The MASH team will provide recommendations to the IEP team, and all services will be provided at the current hourly rate, as determined by OESD 114.
Below are examples of services and support provided by the MASH team throughout different phases of the program:
School Support
- Weekly communication with school team
- 1:1 student counseling (if appropriate)
- Personalized staff coaching & training
- Modeling BIP implementation strategies
- Behavioral data/attendance tracking and progress monitoring
- Support in writing compliant IEPs
Family Support
- Weekly family check-in and support
- Home visits (if desired)
- Family training for specific behavioral and SEL needs (as needed)
- Home-based BIP (if desired)
- Coordination with outside mental health services and family resources (as applicable)
What is SBT?
Using the information the MASH team gains during their analysis, they design an individualized Skills Based Treatment (SBT) plan for the student that focuses on their IEP goals. The MASH team provides the synthesized reinforcement identified in the Practical Functional Assessment (PFA) to increase motivation and use this reinforcement model to teach new skills. Through this process, the MASH team teaches the student functional communication and how to tolerate denials and delays, while providing robust social emotional and academic instruction in a rapport-focused, child-driven therapeutic model.

About
The OESD 114 School Nurse Corps (SNC) program assures School Nurse access to small / remote school districts in our region. Counties served are Kitsap, Jefferson, Clallam and North Mason. Â We act as a link between OSPI, other State / local agencies and County Health Departments. SNC services include:
- Assisting districts in finding school nurse staff as needed. If money available, provide funding to or supplement existing nursing services.
- RN direct health care services including health plan creation, medication/treatment delegation training to unlicensed staff and other health interventions as needed. This includes ongoing oversight and evaluation of service delivery.
- Health related technical support to school staff and administrators
- Parent and student engagement regarding health conditions being managed at school
There is a dedicated SNC administrator at OESD 114 that provides technical support to all school districts and school nurses regardless of size. Training opportunities are shared or offered to school nurses through OESD 114.
Mission
The School Nurse Corps, in partnership with schools, families and communities, will help students to achieve academic success by improving school health services and health outcomes.
Vision
The School Nurse Corps assists in the pursuit of student academic success by supporting and expanding public school districts’ capacity to provide a safe and healthy learning environment and optimal health for each student.
Objectives
- Students in all public school districts have access to basic Registered Nurse (R.N.) services.
- All students in Class II districts identified with potentially life threatening and/or chronic health conditions have emergency care plans/individual health plans (ECPs/IHPS) developed and implemented with staff training and supervision by an R.N.
- All students in Class II districts receive medication and/or medical treatment in compliance with current laws and accepted standards and with staff training and supervision provided by an R.N.
- All Class II districts provide mandated screening programs and comply with immunization laws.
- School districts have policies and procedures for school health services based on current laws and accepted standards.
- All districts have access to consultation, education, and resources regarding school health services.
Identify and collect data to evaluate the impact of nursing interventions on student education and health outcomes.
